Drejtori i Institutit Demokratik t\u00eb Kosov\u00ebs (KDI), Ismet Kryeziu, ka th\u00ebn\u00eb se mosthirrja e seanc\u00ebs konstituive t\u00eb Kuvendit dhe arsyetimi i presidentes n\u00eb detyr\u00eb se partive politike u duhet m\u00eb shum\u00eb koh\u00eb \u00ebsht\u00eb qesharak.<\/p>\n
Kryeziu tha se subjektet politike kan\u00eb pasur koh\u00eb t\u00eb mjaftueshme p\u00ebr t\u00eb negociuar dhe se mund ta b\u00ebjn\u00eb k\u00ebt\u00eb edhe pas konstituimit t\u00eb Kuvendit.<\/p>\n
Ai gjithashtu ka kritikuar subjektet politike opozitare, duke th\u00ebn\u00eb se asnj\u00ebra prej tyre nuk ka b\u00ebr\u00eb k\u00ebrkes\u00eb publike apo veprim konkret p\u00ebr konstituimin sa m\u00eb t\u00eb shpejt\u00eb t\u00eb Kuvendit.<\/p>\n
Statusi i plot\u00eb i Kryeziut:<\/p>\n
\u201cMosthirrja e seanc\u00ebs konstituive t\u00eb Kuvendit dhe arsyetimi i presidentes n\u00eb detyr\u00eb, znj. Albulena Haxhiu, se partive politike duhet t\u2019u lihet edhe m\u00eb shum\u00eb koh\u00eb p\u00ebr negociata, \u00ebsht\u00eb sa qesharak, aq edhe i pap\u00ebrgjegjsh\u00ebm ndaj qytetar\u00ebve.<\/p>\n
P\u00ebr m\u00eb tep\u00ebr, partit\u00eb kan\u00eb pasur koh\u00eb sa t\u00eb duash p\u00ebr t\u00eb negociuar dhe mund t\u00eb vazhdojn\u00eb t\u00eb negociojn\u00eb edhe pas konstituimit t\u00eb Kuvendit. Nuk mund t\u00eb mbahet peng p\u00ebrmbushja e nj\u00eb detyrimi kushtetues me arsyetimin se duhen edhe m\u00eb shum\u00eb bisedime.<\/p>\n
Nd\u00ebrkoh\u00eb, vendi vazhdon, prej afro dy vitesh, t\u00eb funksionoj\u00eb me institucione n\u00eb detyr\u00eb dhe me zgjidhje t\u00eb improvizuara. N\u00ebse gati dy vjet, s\u00eb bashku me tri pal\u00eb zgjedhje t\u00eb mbajtura, nuk po mjaftojn\u00eb p\u00ebr t\u00eb arritur qoft\u00eb edhe nj\u00eb marr\u00ebveshje minimale, sa koh\u00eb tjet\u00ebr u duhet? Dhe me \u00e7far\u00eb arsyetimi?<\/p>\n
Po aq e pap\u00ebrgjegjshme \u00ebsht\u00eb edhe qasja e partive opozitare. Deri m\u00eb tani, ato nuk kan\u00eb b\u00ebr\u00eb asnj\u00eb k\u00ebrkes\u00eb publike dhe asnj\u00eb veprim konkret p\u00ebr konstituimin sa m\u00eb t\u00eb shpejt\u00eb t\u00eb Kuvendit.<\/p>\n
Kjo situat\u00eb, s\u00eb bashku me paaft\u00ebsin\u00eb p\u00ebr t\u00eb tejkaluar interesat partiake dhe individuale, po e normalizon nj\u00eb perceptim se kjo klas\u00eb politike, k\u00ebta akter\u00eb aktual\u00eb, nuk kan\u00eb as kapacitetin dhe as p\u00ebrgjegj\u00ebsin\u00eb p\u00ebr t\u00eb nd\u00ebrtuar, funksionalizuar dhe mir\u00ebmbajtur institucionet e nj\u00eb shteti demokratik.<\/p>\n
Shkalla e zhvillimit demokratik nuk matet vet\u00ebm me organizimin e zgjedhjeve, por edhe me aft\u00ebsin\u00eb p\u00ebr ta shnd\u00ebrruar vullnetin e qytetar\u00ebve n\u00eb institucione funksionale, efektive dhe llogaridh\u00ebn\u00ebse.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"
