Nj\u00eb veprim i till\u00eb cenon drejtp\u00ebrdrejt themelet e rendit kushtetues dhe funksionimin e demokracis\u00eb parlamentare n\u00eb vend.<\/p>\n

Vendimet dhe praktika e Gjykat\u00ebs Kushtetuese kan\u00eb sqaruar qart\u00eb standardin q\u00eb duhet ndjekur, sipas s\u00eb cilit p\u00ebrcaktohet q\u00eb procedura e zgjedhjes s\u00eb Presidentit k\u00ebrkon pjes\u00ebmarrjen e s\u00eb paku dy t\u00eb tretave t\u00eb t\u00eb gjith\u00eb deputet\u00ebve n\u00eb raundin e par\u00eb dhe t\u00eb dyt\u00eb t\u00eb votimit, nd\u00ebrsa vet\u00ebm pas p\u00ebrmbushjes s\u00eb k\u00ebtij kushti procedura vazhdon n\u00eb raundin e tret\u00eb.<\/p>\n

\u00c7do tentativ\u00eb p\u00ebr ta anashkaluar k\u00ebt\u00eb rend kushtetues dhe p\u00ebr t\u00eb zgjedhur Presidentin me nj\u00eb num\u00ebr t\u00eb kufizuar deputet\u00ebsh n\u00eb sall\u00eb p\u00ebrb\u00ebn shkelje t\u00eb hapur t\u00eb Kushtetut\u00ebs dhe deformim t\u00eb q\u00ebllimsh\u00ebm t\u00eb parimeve kushtetuese. P\u00ebr m\u00eb tep\u00ebr, nuk ekziston asnj\u00eb baz\u00eb juridike q\u00eb lejon uljen e kuorumit mbi baz\u00ebn e pretendimeve p\u00ebr munges\u00ebn e deputet\u00ebve.<\/p>\n

KDI vler\u00ebson se kjo qasje krijon nj\u00eb precedent t\u00eb rreziksh\u00ebm dhe hap rrug\u00eb p\u00ebr interpretime t\u00eb nj\u00ebanshme t\u00eb rregullave kushtetuese. <\/p>\n

Prandaj, KDI u b\u00ebn thirrje deputet\u00ebve q\u00eb t\u00eb respektojn\u00eb standardet kushtetuese dhe t\u00eb shmangin veprime q\u00eb thellojn\u00eb kriz\u00ebn institucionale.
